On the morning of February 10, a delegation from the Ministry of Industry and Trade (MoIT), led by Acting Minister Le Manh Hung, held a working session at Petrolimex Hanoi regarding plans to secure supplies and ensure the stable provision of petroleum products to meet public demand before, during, and after the 2026 Lunar New Year (Year of the Horse).

Accompanying the delegation were leaders from the Agency of Domestic Market Management and Development, the Ministry Office, and departments of Planning, Finance and Enterprise Management, Petroleum and Coal, and Legal Affairs. Representatives from the Import-Export Department and the Hanoi Department of Industry and Trade were also in attendance.
Representing the Vietnam National Petroleum Group (Petrolimex), the delegation was received by Mr. Pham Van Thanh – Member of the Government Party Executive Committee, Secretary of the Party Committee, and Chairman of the Board of Management; and Mr. Luu Van Tuyen – Deputy Secretary of the Party Committee, Member of the Board of Management, and General Director. From Petrolimex Hanoi, attendees included Mr. Vu Quang Tuan, chairman; Mr. Hoang Van Binh, director, along with leaders of the Duc Giang Oil Depot and various functional departments.
Site inspection at the “heart” of Northern Vietnam’s petroleum supply
As part of the working programme, the delegation conducted a field inspection at the Duc Giang Oil Depot, a vital hub in the petroleum distribution system of the Northern region. Acting Minister Le Manh Hung personally inspected the tank farm system, the loading and unloading operations, safety protocols, fire prevention and fighting measures, and environmental protection at the facility.
Reporting to the delegation, the leadership of Duc Giang Oil Depot stated that the unit has proactively developed stockpiling plans and increased operational capacity to 24/7 to ensure sufficient supply, standing ready to serve the company's retail network and customer system.
The delegation also inspected retail operations at Petrol Station No. 85 (No. 549 Nguyen Van Cu, Long Bien Ward), located on a key gateway traffic axis of the capital. Here, the Acting Minister visited and encouraged the staff and employees on duty during the days leading up to Tet. He acknowledged the sense of responsibility and the professional service attitude of Petrolimex Hanoi’s workforce during the year-end peak period.

In addition to ensuring quantity, Petrolimex Hanoi has placed special emphasis on quality control and the strict implementation of measurement and environmental protection procedures. Petrol stations within the system have been instructed to increase staffing and effectively manage traffic flow around the fuel pumps to provide convenient and swift service to the public during the pre-Tet period.
MoIT requires 24/7 duty to ensure energy security during Tet
At the meeting held at Petrolimex Hanoi’s headquarters, Mr. Pham Van Thanh – member of the Government Party Executive Committee, Secretary of the Party Committee, and Chairman of the Board of Management of Petrolimex—presented a detailed report on the petroleum supply plan for before, during, and after the Lunar New Year (Year of the Horse).
Following the Group’s proactive and forward-looking guidance, Petrolimex Hanoi has actively reviewed and closely forecasted market demand trends. The company has developed flexible supply management scenarios, maintained optimal inventory levels, and remains ready to supplement supplies in any situation to ensure that no disruptions occur in the capital and neighbouring areas.

The Petrolimex chairman affirmed that, as a State-owned enterprise (SOE) holding a leading position in the petroleum market, Petrolimex always clearly defines its responsibility in stabilising the market and ensuring national energy security. The Group strictly implements directives from the Government and the Ministry of Industry and Trade, with Petrolimex Hanoi serving as a critical unit in the capital region.
Commending the proactive and serious spirit in ensuring petroleum supply, Acting Minister of Industry and Trade Le Manh Hung recognised that Petrolimex has successfully fulfilled its mission to contribute to national energy security in three key aspects: ensuring sufficient supply; preventing supply chain disruptions during crises; and building an effective corporate governance system that optimises costs, thereby ensuring accessibility for both the public and businesses.
Emphasising its role as a key State-owned player in the petroleum market, Acting Minister Le Manh Hung stated that Petrolimex bears a significant responsibility to ensure the full, timely, and continuous supply of petroleum to the economy. He urged Petrolimex to continue internalising these policies and fulfilling its assigned mission to safeguard petroleum supply—the "lifeblood" of the economy—under all circumstances.
To effectively carry out these tasks, the acting minister requested Petrolimex to focus on monitoring global and domestic supply-demand dynamics to accurately calculate and secure petroleum and crude oil sources. He also called for the continuous review and close assessment of domestic supply and demand to proactively develop and implement stockpiling, import, and regulation plans, ensuring a stable and continuous petroleum supply throughout the period before, during, and after the 2026 Lunar New Year.
Additionally, the Group must focus on optimising its distribution and retail networks, directing affiliated gas stations and agents to maintain normal operations and ensure full product availability in compliance with regulated hours. Simultaneously, Petrolimex must strictly adhere to State regulations on cost management and price administration, ensuring that supply remains uninterrupted while remaining accessible and affordable for both the public and businesses. In its business activities, the Group should maintain close coordination with State management agencies—particularly the Agency of Domestic Market Management and Development—regarding reporting, information sharing, and the timely resolution of any emerging issues. Furthermore, safety measures in petroleum operations must be enhanced, specifically regarding fire prevention and fighting, terminal and depot safety, and retail station security, to ensure order at all points of sale during the peak Tet period.
The Acting Minister also noted that the Group’s leadership should prioritise the well-being and working conditions of its employees, arranging reasonable Tet duty shifts and ensuring that benefits and policies are implemented according to regulations. He affirmed that the Ministry of Industry and Trade will continue to collaborate closely with other ministries, agencies, and localities to monitor petroleum market developments and promptly resolve difficulties or obstacles facing enterprises. Legal violations that jeopardise energy security or consumer rights will be strictly sanctioned.
He expressed his confidence that, with its long-standing tradition, experience, and high sense of responsibility, the Vietnam National Petroleum Group will successfully fulfill its assigned mission, contributing to a stable petroleum supply and helping citizens nationwide celebrate the 2026 Lunar New Year (Year of the Horse) safely, joyfully, and healthily.

On behalf of the company’s leadership, Chairman of Petrolimex Hanoi Vu Quang Tuan expressed his deep gratitude for the close attention and guidance from the Ministry of Industry and Trade’s leadership, noting that this provides further motivation for Petrolimex’s staff and employees to confidently fulfill their mission of ensuring a continuous petroleum supply. The company’s leadership acknowledged the directives from the Acting Minister and the members of the delegation, pledging to make their utmost efforts and promote a spirit of solidarity and responsibility to successfully carry out their assigned tasks. These efforts aim to contribute to the industry and trade sector’s thorough preparations, ensuring a safe, joyful, and meaningful 2026 Lunar New Year.
